The honest truth is that there are certain large entities that have a vested interest in keeping our energy system clean and keeping our rivers working. The growers, distributors, and operators who keep our inland waterway moving are often too busy to focus on lobbying congress. And the groups who should be focusing on this issue may or may not be doing a sufficient job.
